The problem, as evidenced by this gratuitous jab, and previous jabs, concerning "Rules", and the Foolishness of those who might proffer and debate Standards and Programmes, is not that anyone contributing here really considers "substantive" and "serious" to be "synonymous" with "intelligent" and "effective". Instead, you appear to consider them presumptively antonymous, or even mutually exclusive. T'is ever the pose of the hipster contrarian, and it's reactionary in every sense of the word.
