You know, I read that whole "horrified" bit not as saying that Milosevic was all "but what about those poor Muslims!" after Srebrenica, but that it was something that was spontaneous and didn't occur under his watch. A thing that would horrify an authoritarian, don't you think? But, as Perrin said, we have no idea what he thought, and the Americans, it may be argued, have not a leg to stand on when it comes to accusing others of mass murder on dubious grounds. That goes for liberals too.
Two things. First, Christopher M., it is almost never possible to discuss the hazy details of this or that atrocity without being accused of genocide denial. The reason for this is because all but the most ridiculous genocide deniers employ just that line: all the facts aren't in, let's hear all sides of the story, and so on. The difference you point out does exist, but it's a largely theoretical one. In practice, especially in writing, legitimate historical revisionism is damn near indistinguishable from partisan revisionism.
And second, it is never clear among most groups precisely which atrocities we should consider in perspective and which ones we should "never forget." Hell, even when you're politically persecuted (and politically prosecuted) and see colleagues shot, like Orhan Pamuk, pompous assholes like Hitchens will still accuse you of not caring about genocide nearly as much as you ought. Genocides are a tally we keep in a very queer way. Hitchens ignores Iraq. Liberals ignore Korea and Vietnam. Europeans may well forget the Congo. Hell, Iris Chang was hated by both Chinese and Japanese politicians because she revealed a painful hurt on the Chinese side and the Nationalist suffering at the hands at the Japanese that the CCP would like to downplay.
