I love the Iranians.  Their government may be a weird gaggle of theocrats and Napoleons-manqués, but they sure have style.  Maybe Mahmoud is a lurker on that goofy Who Is IOZ? blog.

the council is the only body within the United Nations that can authorize any punitive measure, including military action, on countries.

Someone should check this
