Syria Is Not Syria



The above clip shows a recent planning session during which Anne-Marie Slaughter, a professional drill instructor at Princeton, lays out her plan for no-kill zones in Syria. Interestingly, the first step in establishing no-kill zones is arming everyone to the teeth. Gentlemen, you can't kill in here! This is a no-kill zone!

Establishing these zones would require nations like Turkey, Qatar, Saudi Arabia and Jordan to arm the opposition soldiers with anti-tank, countersniper and portable antiaircraft weapons.

The "R2P" theory of intervention states that, so long as all the weapons have "anti-" or "counter-" in their name, they can only be used for good, never for evil. Anti-tank weapons. Counter-sniper rifles. Anti-personnel mines. This isn't an invasion, for dog's sake!

The first paragraph puts up a strawman argument against intervention, and doesn't bother to argue the strawman's merits but uses a rhetorical dodge to make an unrelated point.

Let's see how deep this goes:

The second paragraph just assumes intervention in some capacity is a given and presents a poor intervention plan in order to knock it down.

The third paragraph treats political plans, projections of domestic resistance and best-case logistic scenarios as the same thing. It ends with a normative judgment that would inevitably change even if it could be implemented, which is doubtful.

The fourth paragraph muses that countries like Qatar could arm soldiers with weapons only the US can supply, and rates the usage of Qatar and Turkey's special forces as the same effectiveness as Britain and France's special forces, which is lucky because even in a conditional statement the usage of the latter two is only "possible".

The fifth paragraph is two sentences: "foreign special forces could supply information to domestic opposition forces." "once domestic opposition forces use this information to defeat Syrian government soldiers, they can start defending territory." I don't think additional commentary is needed.

The sixth paragraph presents a plan to work up to a national cease-fire: if Syrian government communication is completely disrupted, so that field-level officers receive absolutely no communication from their superiors for an extended period of time, they will negotiate a local cease-fire, and a number of these will scale up to regional and finally a national cease-fire. Why a cease-fire can't be pursued without substantial foreign military involvement, and what horrors the civilian population will have to endure to guarantee radio silence for the government, are not mentioned.

The seventh paragraph uses a sentence with parallel clause construction that suggests "defensive force" is synonymous with "preventing government forces from doing what they want to do". Also, "international efforts would be curtailed as the Free Syrian Army grew in size; the Free Syrian Army would not engage in revenge attacks, because."

The eighth paragraph states that Bashar al-Assad has used several measures to prevent government troops from shooting civilians, and proposes a strategy to get government troops in a situation where they would have to confront civilians which would not stop the effectiveness of those measures.

The ninth paragraph uses normative language to describe what Turkey and the Arab League should do to aid the above proposals, without indicating why their assistance is necessary or why their assistance would be dispositive.

The tenth paragraph gives reasons for why Turkey is nervous about breaching Syrian sovereignty, and suggests that merely bombing Syria with drones would not be breaching Syrian sovereignty.

The eleventh paragraph suggests that a UN general assembly vote "condemning Mr. Assad's brutality" gives legal authority for "the countries in the region most directly affected by Mr. Assad's war on his own people" to invade Syria.

The twelfth and final paragraph claims that the preceding plan draws on the power of nonviolence.
